Shell Hall has started the 2nd phase development in Bluffton, South Carolina. A total of 84 homesites will be developed with roads, water, sewer and lagoons. Most of the sites will adjoin the wetlands or the lagoons. Legacy Construction will be building Neo-traditional homes on the homesites. Construction should start after development within Six months.

The Beaufort County School system has an elementary and middle school in an open campus setting with the new Bluffton High School that opened in Fall of 2004. Shell Hall is comprised of 120 acres but will only have zoning for 264 homes.
